I think both.

Besides small syntax issues, it doesn't really matter for Distutils
because both are similar.
For Distribute, its the same. For Pip and virtualenv, they don't work
under Python3 yet but they should be similar too.

We have two options here:

1- two separate source/, ala Python
2- a single source/, which default to Python 2, with notes about 3.

I think 2/ is simpler, but I am not sure
