Ben Neiburger is an attorney and skater with Team Rainbo, worked to
get this piece of legislation passed recently. IL SENATE BILL 3336,
which reads in Sec. 11-1007 (e):

19 (e) In municipalities with a population of under 2,000,000
20 inhabitants, upon highways where the maximum posted speed limit
21 is 45 miles per hour or less, and during the period from
22 sunrise to sunset, a pedestrian who is 18 years of age or older
23 and wearing in-line speed skates may travel upon the roadway as
24 near as practicable to an outside edge of the roadway.

There is more to it and the full text can be read here:

Way to go Ben and Team Rainbo! This is a great skate forward for the
sport.
