JKSPDC invites bids for 13 small hydel schemes on BOOT basis (Part-I)

July 3: Jammu & Kashmir State Power Development Corporation Limited (JKSPDCL) has invited bids from eligible bidders for implementation of thirteen small hydro-electric projects (up to 25 MW capacity) on Build-Own-Operate-Transfer (BOOT) basis.

The entire bidding and selection process will be based on the "J&K State Hydroelectric Projects Development Policy 2011". The policy - applicable to projects of estimated installed capacity between 2 MW and 100 MW - envisages preference to the state subjects for the projects up to 10 MW.

Pertinently, projects up to 10 MW are reserved for execution by IPPs owned by permanent residents of Jammu & Kashmir. Ownership in such cases, for the purpose of qualification, would be defined as equity holding of more than 50% by J&K permanent residents.

The projects will be offered for a Concession Period of 35 years from the scheduled Commercial Operation Date (COD), which shall be fixed while according of Techno Economic Clearance (TEC) by JKSPDCL, after allowing for suitable construction period from the date of award of the project.

JKSPDCL may however extend the Concession Period due to Force Majeure or reasons beyond the control of the IPP.

As per the technical criteria stipulated in the bid document, a bidder must have experience of developing infrastructure projects in the last 15 years, whose aggregate capital costs must not be less than Rs 0.75 crore per MW, out of which minimum Rs 0.225 crore per MW should be from projects/project components of hydroelectric/river valley/power projects and the capital cost of at least one infrastructure project should be equivalent or more than Rs 0.125 crore per MW.
