In my previous I asked some very forthright questions about Chief's officia=
l position and also wherein I express my reservations about the gas industr=
y generally. Perhaps I've simply allowed insufficient time, but I think I

an be forgiven, as online responses are generally pretty quick. In any case=
, in the interest of truth about matters deeply affecting citizens of Penns=
ylvania but the whole world (since climate change and worldwide extension o=
f shale drilling are involved), I'm very eager to receive a response.

If I receive no response, I'll simply assume that silence implies consent t=
o the truth of everything I've said or implied--and I'll be very glad to sp=
read the news of your consent. This lack of response=A0is perfectly consist=
ent with everything I've seen thus far from the gas industry--and PA electe=
d officials who support it. My best example is the debate/ info session thi=
s Friday, Jan.14 at the Sullivan County High School in Laporte, Pa featurin=
g two of the best-informed and highly regarded rock-fracturing experts anyw=
here (both with considerable experience working for the gas industry, Dr.
T=
erry Engelder of Penn State.
Scarcely a single gas industry or pro-drilling state rep who was invited ha=
s extended the sponsor, the Responsible Drilling Alliance, even the courtes=
y of declining. (An honorable exception is Rep. Garth Everett, who, whateve=
r my continuing disagreements with him,=A0has=A0shown himself willing to en=
gage with his=A0opponents.)=A0This is especially unfortunate, as the sponso=
ring Responsible Drilling Alliance is officially far less anti-drilling tha=
n I am, and only wishes to see that drillling be done responsibly and safel=
y. But even I am open to a change of opinion if I hear sufficient evidence =
refuting my views, which is why I'm quite willing to listen to and question=
=A0Dr. Engelder.

In short, I take unwillingness=A0by gas industry=A0and pro-drilling PA as b=
oth an unwillingness to listen to concerned stakeholders and evidence that =
the industry cannot
stand up to expert=A0opinion or open public scrutiny. O=
nly=A0your willingness to participate in open public debates where both sid=
es are fairly and competently represented (like the one the RDA has tried t=
o sponsor) will convince me otherwise. Until that happens, I will be very g=
lad to spread the view that industry claims can't stand up to scrutiny, and=
that our elected officials are very irresponsible (and perhaps even corrup=
ted by industry money) in acting as if they're simply true.

ion generally, make the claim that natural gas is "clean-burning"? Sure tha=
t's true, but isn't it an irresponsible attempt to hoodwink the public, sin=
ce Howarth and Ingraffea's latest study indicates that extraction by high-v=
olume slickwater horizontal hydraulic fractruing is so dirty in greenhouse =
terms (primarily due to methane leaks) that it's at as bad as mountaintop c=
oal, and possibly by far the dirtiest greenhouse fuel? I know this study ha=
sn't yet been
peer-reviewed, but Dr. Howarth has had several chances to rev=
iew earlier results, and Dr. Ingraffea has staked his considerable professi=
onal reputation--even within the O&G industry--by signing on to it.

Also, doesn't the fact that we are only now receiving scientific results on=
the greenhouse effects of lifecycle drilling prove that drilling has irres=
ponsibly been launched into too early in PA? The rate of=A0violations with =
potential serious envrionmental impact=A0per the DEP (when I last checked; =
more recent figures may be available) was 0.76 per well--almost one per wel=
l--indicating the Council of Scientific Society Presidents was right when t=
hey drafted a letter to President Obama warning that U.S. embrace of unconv=
entional drilling=A0had preceded sound, peer-reviewed science. The fact tha=
t the EPA is only now--after four years of drilling in PA--going to study t=
he safety of
drilling only confirms this verdict.

Every indication is that undue gas industry political influence produced a =
premature, scientifically unsound rush to drill in PA. Under the current "d=
rill, baby, drill" administration--which, per Rep. Scott Hutchison, intends=
to make funds obtained through permitting the source for funding many stat=
e agencies--so why should we not expect that the untested dangers of drilli=
ng will only get worse? What I see here is a desperate attempt to make gas =
leasing a cash cow to solve a state budgetary and economic crisis, irrespec=
tive of its dangers.

Pipeline pigs are used to clean out the pipes, in fact, the pipeline cleani=
ng is another very important part of the process before a pipeline is place=
d into operation.=A0 When we have public meetings, we have pipeline pigs av=
ailable to look at and there are many different types.=A0 For cleaning, the=
y have small bristles on them that clean while they rotate through the pipe=
and are caught by a pig catcher at the exit point.=A0=20

, etc., that are already in the pipe and intermingle with the 'clean water'=

ment. Noiw, when considering the cumulative affect the thousands of miles o=
f pipeline the
industry would like to lay across PA, this is bound to have =
a negative impact on PA's community water supplies.

n the practice of the MSC to respond on behalf of individual companies and =
I don't expect we will change that philosophy. We do have guidelines for "B=
est Practices" that members have agreed to operate under, which includes be=
ing open and transparent with information.
Representing Chief Oil & Gas, I am happy to respond to your email to the MS=
C.
Chief has been very open with discussing our planned and ongoing developmen=
t and have held dozens of community meetings prior to begining operations i=
n an area and have taken thousands of landowners, local officials and legis=
lators on field tours since we began operating in the Marcellus in 2007.=A0=
We were one of the first companies to strengthen our casing design more th=
an a year before the design became a part of proposed
regulations.=A0 We we=
re also one of the first companies to begin disclosing the additives in our=
frac fluid to DEP and by posting them on our website.
The headline in the DEP press release yesterday was incredibly misleading.
Most important to understand......
-you cannot read "industrial wastewater" as mentioned and think "frac flowb=
ack water"
-you cannot equate" hydrostatic testing" with "hydrofracture stimulation"
-you cannot link "chlorine" in the water to "chlorides" in the water
-the operation being performed was on a new pipeline system and had nothing=
to do with drilling or frac'ing a Marcellus well
-No chemicals or additives were used in this hydrostatic test - NONE
Hydrostatic testing is performed on a new pipeline system to ensure the int=
egrity of the pipelines.=A0 The process involves sending water, plain water=
- no additives, through the pipelines to test the pressures.=A0
It is a sa=
fety test that is done before we place the system in operation and begin mo=
ving gas to market. When the water runs through the pipeline it is discharg=
ed onto the ground - that is the regulation approved method and the way it =
is done in every part of the country. Chief had a permit to do the test and=
a permit to discharge the water. We performed the hydrostatic test and not=
ified DEP that we had performed the test.=A0 The violation was due to the t=
iming of the DEP notification and the specifics of the procedure to monitor=
the test.=A0 We hired a local Pennsylvania company to perform the test and=
they made a mistake in regards to when the call to DEP should be made and =
with some of the details of the test, but nothing that would have caused
harm to the environment or cause for concern or alarm.=A0 We have had addi=
tional training discussions and have been pleased with their work and
conti=
nue to use this local PA company.=A0 Again, at no time was there ever a rem=
ote chance of any soil or groundwater contamination because all we used was=
water, no chemicals, no additives.
