Dear Elijah,
I can only speak for the Peoples-uni ( which offers course modules, a certificate and a diploma in Public Health. This is fully online and each module costs US$50. The program is accredited by a professional organisation (UK Royal Society of Public Health) but not by another university at present. My suggestion of the way to see if similar courses are bogus is to look at the Quality Assurance mechanisms, the makeup of the Trustees and Advisory groups, and at the end of the day the competences obtained by students. If you want a cheap online course, you will be unlikely to find one offered by a university in the 'north', as they are almost universally fee paying with mark-up of fees for international students.
I would be happy to send more information about the Peoples-uni.
