Intents with ozp-iwc only work with debugger up in IE

I am having an issue in IE where most intents are only successfully working when the IE debugger is up or when the built in debugger for IWC is up. All of this is within one window and not separate tabs. If IWC's debugger is up and loaded before any intents are registered, then all intents work successfully. When using ozp-iwc without the IE debugger, intents that are registered in one iframe and then invoked from another iframe do not work, yet intents registered in the parent window, but invoked from an iframe do work. What could possibly be this issue?
