What you’ve actually described are pane types in OWF, which you can use to comprise a full dashboard. OR you’re using an older version of OWF, which didn’t support the Dashboard Builder, and may want to take a look at OWF7.
The good news is: adding a new type of pane layout’s been done. The bad news is that there’s not a described set of procedures.
Believed starting steps, and happy to hear how far these get you…
· The existing pane types are in components/pane – see the Pane.js for the “base”, and then AccordionPane, etc.
· To then have the pane type show up in the Dashboard Designer, see components/dashboarddesigner/LayoutType.js

If you’re extending OWF, check into whether you should get an Ext JS license. The OWF program can’t grant you an Ext JS license – like other commercial companies that provide an open-source option, the OWF program is using it based on their licensing situation. Yours may vary.
