Can anyone recommend a good frame refinisher/painter?

It looks like the time has come - either repaint/refinish my well loved 16 year old frame or replace it.
Can anyone recommend a good frame refinisher/painter?
Has anyone gone through this experience? I have light rust inside the frame. And I have outdated sizes - head tube, bottom bracket, etc. So I need to figure out if it is even worth painting or if it's going to face complete obsolescence in a few years anyway.
Advice is welcome.

I have mailed three frames/forks to Jack Kane Racing Cycles in North Carolina over the past few years; the most recent one in 2012. One was aluminum; one was alum/carbon and one
was all carbon. Two of these - the carbon/alum and all carbon - had no prep work before I sent them, the other was partially sanded. I looked at his gallery and sketched my color scheme with colored pencils and the match was much more precise than I expected.
Not cheap, and the prices have been a little higher each time (time passed between each job) but the quality and service are terrific. He is a bike builder so knows how to paint a bike frame. He also works with someone who can duplicate decals, which they
will apply and clear coat.
