foreign student md/phd

Hi,

I was wondering if there was any way for a foreign student from Canada to pursue an MD/PhD at Oxford? The NIH application seems to be restricted to American residents only. Or, perhaps, if I get accepted into the MD program as a Canadian, can I transfer into the MD/PhD in my second year?
