Many thanks for your email. There are always two different dates - one is the date of the release of the particular program version which is 2017. The other is the printed publication date for the methods used. The latter is usually what people wish to refer to as this has a doi and is a formal reference.
The new paper should be referenced if the new methods are used - but the 2009 paper is still the best for most uses. I will update the website now the new paper is online in early view.
