New releases for owlcms and replays

A new release of owlcms (58.3.2) is available via the control panel.  Following the massive 1560 athlete, 3 platform, week-long USA Nationals, irritants and glitches were fixed, and small improvements were made (notably notifications to the speaker when interruptions occur).  Also fixed were issues that affected Spanish-language users in particular.

There is also a new version of the self-service replays application.  The most notable new feature is that errors in parsing the configuration file are now reported via the interface.
