You have to use the same Google account to install the app - this would restore your data, as well as the purchases.
You can also try to manually restore the purchases by going to the paid features screen and selecting Restore in the menu (ensure you are on a reliable Internet connection). If this does not work, you are not using the same account. If you do not want to use the old account, the only option left is a refund, and a new purchase.
