According to this post, skype versions older than 4.3 are unable to connect as of today (2014-08-01). Though it could have just been a temporary outage of the skype servers, I was able to connect after updating skype.
actually(and I discovered this quite randomly) the icon atop the desktop, displays the skype icon....which turns out to be the problem. I kept getting the same error message as you guys were getting, even after installing the latest version of Skype(4.3) But I had forgotten to quit Skype using that icon up there! After doing that, Skype performed flawlessly once more! I hope this helps someone.
During installation, it prompted me to merge my old Skype username with my Windows 8 account, which happens to end in @hotmail.com. This is a photo of the screen I took yesterday (I apologise for the quality. I didn't think an actual screen capture was necessary at the time):
Now, when I open Metro Skype, I am not prompted for a login at all. It goes through the animation, logs me in, and then a few seconds later, kicks me out with the following error:
My question is, how do I get into the Metro Skype settings to tell it not to use my Windows 8 credentials, if at all possible? I've swiped and clicked and swooshed and sworn and nothing seems to change the display. I've been into my personal settings to tell Skype not to run in the background, but that seems to be it. I can't see a reference to Skype in my User settings under Windows 8 either.

Nor do Zapier or IFTTT, the two services I would suggest using as no-code solutions to act as glue between two web services. It does look as though Integromat supports Skype however, and although they don't support Jira Cloud outright, you could use Integromat to send an email to Jira that would create an issue.
