I think the answer is Big Sur. The caching in Big Sur for Intel Macs is kinda bad, and this can slow it down to a crawl. I had terrible internet issues when I updated my intel Mac to Big Sur. Thanks for the tip. I booted in safe mode, and indeed, the internet speed went up to over 300 (both download and upload). However, when I rebooted in regular mode, the speed again dropped in half. I had also contacted Apple. The agent thought it might be due to startup items. I then removed these items from startup and rebooted. Didn't help.
