OVN overlay networks self-service

Hello,

Let me first introduce myself, I am Or Mergi, a contributor to KubeVirt [1].

We recently presented in the community meeting a solution that allow non cluster-admin users create OVN secondary networks for their workloads [2] by introducing CRD for overlay networks.

We would appreciate your feedback the design doc following the discussion on the community sync.
Could some one help us out and advise how we can continue with the effort?  :)
