OVN-Kubernetes 1.1 release

Hello community,

The 1.1 release is already getting delayed as I have brought up several times in the upstream community meeting before. We should not delay it any further. I would like to cut the release ASAP. 

I request all community members to hold CI to high standards these next few days and for maintainers to not merge anything that might cause CI flakes/disruption like huge features till release is cut. If there are any CI flakes hinting major destability at the moment - please raise them on this thread.

We are blocked on the following items for cutting a release:

1. BGP enhancement PR: https://github.com/ovn-kubernetes/ovn-kubernetes/pull/5297 - Assignee: Tim
2. UDN User Facing docs: https://github.com/ovn-kubernetes/ovn-kubernetes/pull/5335 - Assignee: Surya
3. BGP User Facing docs (not PR yet, once I complete UDN I'll need to get to that - if anyone is interested in volunteering for this please let me know)
4. NetworkQoS user facing docs improvements? Flavio is this something you can help with? i.e I see the docs here: https://ovn-kubernetes.io/features/network-qos/#proposed-solution but this doesn't help users get started on this feature. I think we should follow the https://github.com/ovn-kubernetes/ovn-kubernetes/blob/master/docs/features/template.md#user-facing-api-changes at least this part and give a few examples to the users that they can run with? - Assignee: Flavio

This brings us to a major predicament and a lesson learnt. No features must be merged without docs added in the same PR moving forward. The FUP never works as docs always becomes the last priority.

Also maybe given we now have OKEPs, we should revisit the feature template to see if some sections can be removed/changed since feature templates also server for older features which had no enhancements upstream. If anyone is interested in helping out on these items please reply to this thread.
