Donating dpu-sim from William's private repo to OVN-Kubernetes

Hi OVN-Kubernetes community,

As per the communities meeting, This is the formal request to donate dpu-sim (https://github.com/wizhaoredhat/dpu-sim) to OVN-Kubernetes.

The current proposal for OWNERs is as follows:
