Trail Management plan?

Hi Trail Folks,
Down here in KY we are negotiating a Memorandum of Agreement with KY Fish and Wildlife, KY State Nature Preserves AND KY Wildwaters (no sense starting with an easy one!), and one of the requirements is to provide as an Exhibit in the MOA a Trail Management plan.  

Do any of you have a Trail Management plan that we might use as a start, or as a model?  Didn’t want to reinvent the wheel.  Note that the MOA requires maintenance be done according to the USDA Trail Maintenance guidelines, so that level of detail does not need to be included in the plan.

An example of a comprehensive management plan could take up a lot of room.
How about the Table of Contents? It would be best for a statewide plan to
cover all potential trail use. So many trails can or should be shared to
prevent isolation of one user group, which is usually what happens to horse
riders.

There are some really good examples, (of course most of them had RTCA
help). I will send out three emails with attachments as they are too large
to send all at once.

This is a great tool for completing a plan. Pennsylvania has a similar
document, but I could not find it right away.
