Parking in Overlea

Hello Scott and Peter,

First I wanted to say thank you for the two parking spaces in Overlea it has been a comfort to know that we can park our cars. However, a huge issue has come up with there being no spaces for visitors (family or friends) to park their cars. The question is how can MVF help come up with solutions so that we can have our family and friends visit us? Would it be possible to park in other lots that MVF has?

Thanks Peter! It would be great to get more information on where people can safely park their cars. Kids are returning from college to find there is nowhere for them to park and family/ friends are having the same difficulties putting us all in a hard spot- park wherever and risk being towed or tell our family and friends they cannot come to visit… I think the college kids are all just “risking it” at this point, but it’s really unfair.

If memory serves me right there was liability concerns as well as making sure the lots are available for use at the amenity it is purposed for. Hi,
To be additive, the parking spots that are available are being hoarded by work trucks and families with four cars. We have reached out to Sean about a work truck parked in-front of our house and was told nothing could be done because the owner takes off the label from the truck. I am sharing a car with my college age daughter because I can not deal with the stress of having a third car while she is home.

Overlea, I noticed that there is one MVF lot where people can park cars from 8 pm- 8 am

MVF board members, how can we get more accommodations like this? I was told that Overlea was never designed for the “modern family” which of course means more than two cars in a household. Overlea is a working neighborhood full of teachers, firefighters and police officers as well as people who are retired and have caregivers visiting their homes. We need a solution to the fact that there is only a handful of unreserved spaces and nowhere nearby to park without the fear of being towed.

I understand that there are a total of five non reserved spaces which is not sufficient for the number of homes in Overlea. Do you know the number of residents who live in Overlea?

Yes each house now has two assigned parking places which is very helpful for those of us with two cars, but then there is literally nowhere any visitors can park and the solution to walk down to Watkins mill road to fight for the very limited street parking is ridiculous when there are empty MVF parking lots surrounding us. We pay plenty of HOA fees to have this matter taken very seriously and not simply passed over to the next person or agency. We are currently organizing in Overlea and need to understand what actions to take. Perhaps a petition to the MVF board or to the Montgomery County Council? Not sure which one can make the change happen faster?

Please advise.

Peter Webb shared with me your emails regarding parking challenges within the Overlea community.   I did want to be clear that Northgate, which includes Overlea, is not managed by MVF.  Therefore, any Overlea community based parking issues should be directed to ComSource Management Inc.  Hopefully they can assist you with your parking issues that are outlined below.  I note that Sean Farrell has been CC to this email thread.

 

In your email below you also have asked about permitting more use of MVF-owned lots for overflow parking (non-amenity use).   As way of background, in October 2020 the MVF Board of Directors approved the attached Vehicular Parking Rules and Regulation for MVF-Owned Parking Lots.   These rules and regulations were established to educate Montgomery Village residents on the expectations while using the different Montgomery Village Foundation (MVF)-owned and operated parking lots, promote the safety and welfare of MVF parking lot users, as well as outlining the regulations relating to parking matters, including towing.  Staff felt that it was important to create these rules and regulations as we had seen an increase in vehicles parking in MVF-owned lots, which were not utilizing the amenities, and staff were receiving complaints from park users and residents alike.   

 

As you identify, the rules and regulations do permit for overnight parking at the Apple Ridge Ballfield parking lot between the hours of 8 p.m. and 8 a.m., with the exception of prohibited vehicles including commercial vehicles. Overnight parking was permitted at this lot only, as the M-NCPPC Planning Board, during the site plan review process, identified that “when the Apple Ridge ballfields are not in use, the 41 spaces near the fields can also be used for guest parking for this neighborhood”, hence the exception.  At all other lots overnight parking and non-amenity use parking is prohibited per the rules and regulations to ensure that amenities are available for our residents enjoyment.
