Do you know the number of residents who live in Overlea?Yes each house now has two assigned parking places which is very helpful for those of us with two cars, but then there is literally nowhere any visitors can park and the solution to walk down to Watkins mill road to fight for the very limited street parking is ridiculous when there are empty MVF parking lots surrounding us. We pay plenty of HOA fees to have this matter taken very seriously and not simply passed over to the next person or agency. We are currently organizing in Overlea and need to understand what actions to take. Perhaps a petition to the MVF board or to the Montgomery County Council? Not sure which one can make the change happen faster?Please advise.

Therefore, any Overlea community based parking issues should be directed to ComSource Management Inc. Hopefully they can assist you with your parking issues that are outlined below. In your email below you also have asked about permitting more use of MVF-owned lots for overflow parking (non-amenity use). As way of background, in October 2020 the MVF Board of Directors approved the attached Vehicular Parking Rules and Regulation for MVF-Owned Parking Lots. These rules and regulations were established to educate Montgomery Village residents on the expectations while using the different Montgomery Village Foundation (MVF)-owned and operated parking lots, promote the safety and welfare of MVF parking lot users, as well as outlining the regulations relating to parking matters, including towing. Staff felt that it was important to create these rules and regulations as we had seen an increase in vehicles parking in MVF-owned lots, which were not utilizing the amenities, and staff were receiving complaints from park users and residents alike.
As you identify, the rules and regulations do permit for overnight parking at the Apple Ridge Ballfield parking lot between the hours of 8 p.m. and 8 a.m., with the exception of prohibited vehicles including commercial vehicles. Overnight parking was permitted at this lot only, as the M-NCPPC Planning Board, during the site plan review process, identified that “when the Apple Ridge ballfields are not in use, the 41 spaces near the fields can also be used for guest parking for this neighborhood”, hence the exception. At all other lots overnight parking and non-amenity use parking is prohibited per the rules and regulations to ensure that amenities are available for our residents enjoyment.
