My HZJ78 came with this type of hitch. Can it be used for recovery purposes?

Not for heavy recovery, especially not for snatching. Only suitable for steady towing of other vehicles on hard surfaces.

That steel loop found ex factory on LandCruisers (& Nissan Patrols) is only for tie down. Not strong enough for anything significant.

A typical heavy duty tow bar is strong enough for recoveries but replace the 50 x 50 tube that carries the ball with a rated tow hook.

You will likely also be OK if you insert the eye of the snatch strap into the tube receiver and retain it with the pin. BUT you may bend the pin thus rendering it useless for its original purpose.
