 For your info ; see below items 2 and 39 of the road decree articles ( código da estrada ? ) ; it is old but imo it has the basics for a quick reference ; but what Mike Slater stated  is certainly the golden rule !!!

Last year I was fined 1000 MT' for driving at 62 on a 60 km zone ... 

Are you going to mozambique now ?...
