Corel Draw X3 Version 13 Serial Number

I have a cdr file, which was shared with a vendor. We got a reply asking us to "send a version before 17". We are quite clueless about CDR and corel in general. Is there a third party or non-corel solution available? Any pointers would be really appreciated, thank you.
