According to this paper, the Chinese government has definitely taken the right approach of carrying out censorship. 
It would be interesting to also incorporate data, if available, from previous decades up to the founding of new China. Then, comparison can be made across the progression of eras to reveal the evolution of strategies deployed by the government. I bet it would turn out to be very adaptive/与时俱进.
