Eradicating not killing sexual offenders

Our group was once asked, "How do we deal with sexual offenders?"
unknown to the public at the time but made known was the statistics
that 60% said throw them in jail for the rest of their lives and 40%
said "kill them all." When the global think tank was asked to solve
this dilemma. The New World order responded with "If we come up with a
viable solution that both sides can agree too. Could we obtain your
full support? With which we observed a resounding almost definately a
previously unheard of "YES.!" Due to the fact that it's almost
impossible to find anyone/ everyone who agrees. This is what we
suggested using the facts on hand. In Utah, Senate suggested that all
sexual offenders should be chemically castrated, unfortunately even
though these individuals could not ejaculate, blood still had a
tendency to fill the member and all of those individuals ended up
re-offending. We concluded that chemical castration was only part of
the solution and had to be addressed as a whole therefore the offender
was not just chemically castrated but surgically sterilized as well,
Surgically tying the blood vessels so that blood cannot create an
erection. It was deemed that these offenders imposed their wills
against others against their will so therefore they shall lose their
sexual drive and desire, Thus becoming upstanding members of the
community without wasting the time of the Authorities, Courts and jails
thus allowing Police officers more time to spend with there families
and loved ones and concentrating they're efforts on more serious
concerns.
