which group(s) did you assign to the queues? different ones for both queues?
for us, “readonly” rights works perfect... what you have to know is, that when you have “ro” rights for a queue, you won’t see them in the “queue view”, but you can find the ticket through the search module or trough the “status view” that should be enabled under “admin” > “sysconfig” > “ticket” > “frontend::agent::moduleregistration” > “frontend::module###agentticketstatusview”.

You have to set "ViewAllPossibleTickets" to "Yes" via sysconfig to get
RO Tickets shown.
