Issue with verifying my Heroku account

Hi All,

While updating the card for verifying my Heroku account for the first time, I am receiving the following error: Unable to verify your card. Please try later or contact your financial institution for help.

Initially, I tried many times with credit cards issued in India and after that, I also tried with my friend's credit card residing in the US. It gives the same error message again and again.

Please help me out with this issue. or do we have any alternatives to make my oTree app available to participants?
