i was wondering if OTPauth could be used to allow people only to login once at a intrAnet vote system?

my idea was to distribute codes to users thou they will most of time only be given 1-2 codes

the vote system behind will take care that people cant vote more than once... but i want the extra layer of security

both pass and user could be random

any ideas?
