How are the current postponement rules applied? In a situation where both Rule 14.A.3 and 14.A.4 could apply, which takes precedence?

Rule 14.A.3 states:

Postponed games not rescheduled within 2 weeks of the original game date will be entered as a double forfeit.

Rule 14.A.4 states:

If the game affects playoffs or relegation, it shall be played no later than the day before the first playoff game, unless otherwise ordered by the division director for good cause.

If a game is not rescheduled within 2 weeks of the original game dat, but that game also affects playoff standing, should that game count as a double forfeit for the associated teams?

They do not conflict. One is about the act of scheduling a game and the other is about the date the game is rescheduled to.
