There are two types of fn key in the world.
One is software fn key (eg. fn key in Apple keyboard) which Karabiner is able to change.
Another is hardware fn key. It's treated inside hardware and cannot change by software.
If your key is software fn key, the following events will be shown.

Therefore, your fn key seems a hardware fn key.
Anf unfortunately, it cannot change by software.
