[OSV users] Stopping enumeration of Alpine and Debian OSV versions

Hi folks, we are considering stopping version enumeration for Alpine and Debian OSV records.

To be clear, all queries are still supported and will return the same results, as the introduced and fixed range fields are still present and we use those to perform our queries. We will only be emptying the versions array in the record. https://ossf.github.io/osv-schema/#affectedversions-field
