A message for user group leaders from Jeb Dasteel, Senior Vice
President and Chief Customer Officer, Oracle

This is certainly an exciting time at Oracle!  The integration of Sun
and Oracle opens many new opportunities for us to extend a hand to
more product, industry and technology user groups than ever.  We
welcome all of the Sun user groups worldwide.  And we look forward to
hearing from all user group leaders - Oracle and Sun alike -  to
explore new ways to share ideas and collaborate on topics that are
important to everyone.

Prior to the Oracle /  Sun combination, there were nearly 400
independent Oracle user groups focused on technology, applications,
development tools and industries.  These established groups service
thousands of members online and in person.  The groups host
educational meetings and conferences and meet regularly with Oracle to
discuss products, services, and issues of concern.  Meetings focus on
building a trusting relationship with Oracle so we can build better
software, enhance our services for customers and maintain open
communication channels with you at various levels in the organization.

Working together, user group leaders have participated for a number of
years in the International Oracle User Group Community (the IOUC), a
volunteer organization for user group leaders to share ideas and best
practices and to communicate as one with Oracle management.  This
unique community of leaders has grown from 4 organizations to over 400
in 5 years and now represents hundreds of thousands of users to
Oracle.  Together the leaders are able to access senior management
within Oracle to address issues and opportunities affecting the global
community.

The strongest and most active user group working teams are part of the
IOUC.  The IOUC Support Quality Committee works with the Oracle
Support team and hosts regular meetings with Oracle Support senior
management.  This longstanding committee has been instrumental in
alerting Oracle to issues and concerns and reporting responses to
their members.  Likewise, the IOUC Product Development Committee
provides a forum for sharing information about Oracle products under
development.  Other important global IOUC committees address
education, product localization and business practices.  By
collaborating online, at regional meetings and at the annual leaders'
summit, the IOUC members and committees have developed lasting
relationships that help promote healthy and open communication between
all groups and with Oracle.

Building on the success of the IOUC, Oracle has assigned user group
relationship managers in each region.  Oracle has also identified many
local points-of-contact within each region to work with user groups,
enabling regular communication regionally and globally.  In addition
to contributing to committee work and communicating with each other,
the members of the IOUC work together to deliver content at Oracle
OpenWorld and work cooperatively with their local Oracle teams to
provide high-impact user conferences.  Most importantly, the IOUC -
and by extension the global user group community - represents our
trusted advisors, Oracle's most active and involved customers and
technologists helping Oracle deliver better software and services.

We are very pleased to work with all of you to bring new user groups
into Oracle and the IOUC.  I think you will find that the IOUC is a
powerful vehicle for all user groups, whether focused on products,
industry or technologies, to be heard and to work together.  We want
to communicate with you, learn about your concerns and ensure that you
are an integral part of our efforts to build an increasingly vibrant
user group community.  With the addition of the new groups, our global
user group community grows from 400 to nearly 900.  We see this as an
amazing opportunity to foster even more collaboration between
customers, technologists, evangelists, and Oracle.

We have put much thought into how to make the large scale user group
community operate effectively and efficiently.  Taking considerable
input from Oracle, Sun and technology user group leaders, we have
developed one framework with three distinct models for working with
all 900 user groups.  The details below represent guidelines that
characterize each model.

INTERNATIONAL ORACLE USER GROUP COMMUNITY (IOUC):
- A community of user group leaders working as one global entity to
communicate with Oracle on many levels.
- The members share information on leadership and best practices and
identify issues of concern.
- All members participate in an online collaborative workspace for
coordination and unified communication with Oracle.
- Members meet regularly with Oracle to discuss issues of importance
to the user groups - both at the regional and global level.
- Participate in IOUC committees as appropriate and encourage members
to learn about and contribute to committees.

MODEL 1 - LARGE GROUPS WITH PHYSICAL MEETINGS AND GOVERNING BODY:
- Legal entities, independent of Oracle, with elected board of governing body.
- May support sub-groups throughout a region, which are also legal entities.
- Represent thousands of members to Oracle and engage with a regional
Oracle relationship manager.
- Groups may be national or regional, focused on applications,
technology or industry.
- Generally focused on specific Oracle products and services.
- National and regional groups that are legal entities have Oracle
points-of-contact, or liaisons, assigned.
- May support special interest groups focused on a singular product or
feature of a product.
- Do not allow duplicate groups with a given location (generally city).
- Follow rules of engagement with Oracle (sponsorship of meetings,
sharing of attendee information, etc.).
- Host regional meetings / national conferences and invite Oracle to present.
- Have a strong web environment for their members to share ideas,
solutions, papers, etc.
- Submit requests for product enhancements and provide feedback across
Oracle's business.
- Groups work together to provide session content for Oracle OpenWorld.
- Work cooperatively to incorporate groups from acquired companies
where possible.
- Work together at the regional and national level to co-locate
conferences and meetings.
- Promote the value proposition of user groups to a wider audience.
- Groups cannot be run by Oracle employees.

MODEL 2 - MEDIUM SIZE GROUPS WITH PHYSICAL MEETINGS AND ONLINE PRESENCE:
- Participate in online user groups and host regularly scheduled
physical meetings regionally.
- Larger groups often host annual conferences.
- Groups may request to host meetings at an Oracle facility based on
availability of local Oracle contact and the facility.
- Generally need 12 weeks notice, list of attendees and presence of
the Oracle host at the meeting.
- Groups do not have to affiliate with one another - may be many
groups in one city or each region.
- User group leaders may be invited to IOUC activities.
- Groups cannot be run by Oracle employees.

MODEL 3 - ANY SIZE GROUPS WITH MOST INTERACTION ONLINE:
- Primary interaction and collaboration occur online.
- Oracle technologists engage online and via email.
- Open to anyone interested in technology (generally not specific products).
- Focus is on sharing ideas, best practices and problem solving.
- Groups do not have to affiliate with one another - there may be many
groups in one city or location.
- Do not have to be legal entities.  May or may not have elected board
or governing body.
- Groups cannot be run by Oracle employees.

Over the next few weeks I will host a series of conference calls to
explain our thinking and to answer any questions you have about our
intended approach.  More importantly, we want to know how we can give
you the best possible experience and have you further influence our
direction.  That means adapting the model further to meet your needs
wherever we can.
