Can we use ostinato using TCL commands.

No, Ostinato does not have a TCL API. It has a Python API for automation.

I would like to know more about python API's before i subscribe . Is it possible to use Python API in perl script and which python version is required ?

Don't know if there are solutions that will allow you to call Python
module APIs from Perl - even if there are, I would not be able to
provide support for that.

I can only support Python scripts calling Ostinato Python APIs.
