What it means is that if you are the only user of the GNS3 instance/lab containing an Ostinato node - you are a single user and need to pay for only one user. This is most likely the case and so go ahead and make the purchase.

However, if it is a shared GNS3 instance and your friends or colleagues are also accessing the lab with an Ostinato node, you need to pay $39 per person.
