What steps will reproduce the problem?
1. draw a new way (id=-1) to the end of another way (perhaps id=23421)
2. merge the ways

What is the expected output? What do you see instead?
The merged way should get the old id=23421, no matter which orientation the
ways had.
Today i had the changeset
http://www.openstreetmap.org/browse/changeset/14172073
which deleted a way with the version 6 and created a new one.

What version of the product are you using? On what operating system?
0.8.1r402 on android 2.3

Fixed in 0.9 branch. Additionaly merging ways uses normal tag merging logic
now (merged ways need to be checked for merged attributes with ; seperated
values).
