New beta build of 0.9.6 available

I've now pushed my major refactoring of the tag editor to the repo and produce a new test build https://drive.google.com/drive/folders/0B9pKLmh8s1h8bFI5bGd4VnhYWkk

The original TagEditor code goes back to early 2009. Both from an Android and OSM point of view that is essentially prehistoric, and while I had roughly doubled the amount of code for it over the last two years that didn't really help structurally or UI-wise.

Major changes:

- wide spread use of Fragments
- swipe/tabed UI (Presets|Tags|Relation membership|Relation members)
- adjustable split pane layout on tablets
- "conventional" checkbox selection of elements for deletion

There are still numerous rough edges and while, besides ease of use, making it easier to add new functionality was one of the goals of the refactoring, currently nearly none of that has been added.
