OsmAnd+ is a paid app. I do not know if you can get it in some periods for a reduced price, but it is never free. 

OsmAnd is the free version. OsmAnd+ the paid version.

No, that is not Osmand+. That is OsmAnd~.

If you carefully read the license structure, you can see the difference.

Having said that: f-droid is really on the edge of what is allowed in this case.
