Full address search (city+street+address) for Vlaanderen, Belgium

Hi,

This  Vlaanderen, Belgie (Flanders, Belgium) obf contains (theoretically) all addresses of Vlaanderen, Belgie. They are stored as node.
It's more or less the same as the address file I made for the Netherlands (see: https://groups.google.com/forum/#!topic/osmand/r_BUIxOQgQY).

In Vlaanderen you have the CRAB database (CRAB = Centraal Referentieadressenbestand). See http://www.agiv.be/gis/projecten/?catid=34

I first wanted to download the database and extract the addresses, but Pieter Colpaert made a few python tools to extract the data into csv files. I ran into this yesterday evening. So: cudos to him as it eases my task a lot. Thanks a lot Pieter.

So, I took the csv files, wrote a simple shell script and a simple python script to convert the csv files into a Belgium address osm and used that to create an OsmAnd address obf.

==How to use it ==
- Download the zip and unpack it in your osmand folder on your phone/tablet
- In OsmAnd goto Search -> Address Search (the house icon)
- Select the "Belgium-vlaanderen address" map
- Search your city/street/housenumber
- After finding use "Show on map" or "Set as destination".
- OsmAnd will automatically use the Belgium map to display the
location. This does mean that you need the normal Belgium map to
navigate and display.

= Note that searching the smaller villages/hamlets, which are not directly indexed, can take long as the OBF is big.
= Note that when searching outside Vlaanderen you should use the standard Belgium map.

So again: This is only for Vlaanderen, Belgie. Not for Wallonië and neither for Brussels (even though this map contains a few streets)

To be done: Use a polygon for vlaanderen to only extract the Vlaanderen data from the Belgium main map. Currently all Belgian cities are in the address maps but it might give confusion if you search for a city (outside Vlaanderen) without any streets at all.

Please test and give me your feedback. Depending on the feedback I will proceed with the more optimised map.
