i'm having a lot of trouble finding a page that fully describes the .obf file format.  is it simply the .osm.pbf format, renamed?

any pointers?

No, it is definitely not. It is really a special format used by OsmAnd. A full obf file contains a map section, a routing section, a transport section and a POI section. A "roads_only" map only contains a routing and a POI section.
The structures are loosely based on SQLite but can't be opened or read by SQLite.

You can use the inspector tool to inspect (sounds logical doesn't it) the obf file and even create csv files from the obf files.
