OsmAnd+ 2.5.4 No Nautical Rendering

Hello,
I have read several problem posts similar to mine. I've been using OsmAnd+ for 2 years now. I have used it only for automobile navigation up until now. I recently installed it on 2 new devices: a Droid turbo 2 phone, and a Samsung Galaxy Tab A T350.

I sail and want to use the Nautical features. 

I installed OsmAnd+
Installed my local files (Florida, Georgia, Alabama, Louisiana, Texas)
I installed the World Basemap
I installed the World Seamarks.

I enabled the Nautical plugin (I never had to GET the file. I never got the green GET button, it was enabled after I installed the Seamarks file, even after a full uninstallation and reinstallation)

I changed Map Style to Nautical.

The map renders in the Nautical theme, but I get no seamarks. No buoys, no sea details. 
I get a few yellow circles (like previous posts).

I installed the main file to Internal Storage first, then moved it to my external SD card (an Android 6 feature).

I uninstalled everything, and reloaded everything. No change. I would really like to try the nautical features.

When I disable then re-enable the Nautical Plugin, I get the following message:
"In order to display nautical maps, the special offline map needs to be downloaded"

What do I do now? What does the error message mean? Should I try just an Internal storage installation to see if that is the problem?

Do you have a special nautical map, as suggested ?

As the regular maps are ground focused,
the seamarks may not be included in them.

That's just it. The only files available are the local land-based files (each American State) and the World Seamark file. I don't see anymore "nautical" files for the geographic areas. I will look to see if there is any local nautical files that I may have overlooked.

I went around the world on the OsmAnd+ map and I think I figured out my problem. The Nautical features seem work well as long as I am in Europe. It appears there are no World Sea Maps or Nautical features programmed for America. Just blank data. So, I guess the Nautical features just are not usable in the United States. 

Anybody care to confirm or disprove my assumption?

I don't have any USA maps downloaded but I do see lot of buoys at San Francisco..
Maybe if you add the boat profile?

Having hitherto used Nautical plugin with World Seamarks to examine only European waters,  I was unaware of this issue.

I agree with Erik W, there seem to be some buoys shown in Sanfrancisco area (screenshot attached), though more detail would be useful.
There is similar level of data in the Vancouver area (screenshot attached), but seemingly not for New York or for the St Lawrence Seaway.
I admit little nautical knowledge of any of the above.
For comparison I've included a screenshot of an area of The Solent (between Southampton and Cowes, UK), which is quite well known to me.  The detail here is pretty good.
It does seem that World-wide the level of detail varies significantly.

That said, it would be unwise to rely on only Osmand Nautical.  Safer to invest in Navionics - It has full data including submarine contours, underwater hazards, tides, and a whole lot more.  For an affordable subscription (compared to cost of boat ownership) it is worth upgrading to get regularly updated charts and other benefits.
