Hello!
Have been using the program OsmAnd and really like it, but why not connect Soviet military maps?

Because the main offline vector maps from Osmand are based on the OpenStreetMap database.
If you have that soviet military maps als tiles on a server, so that ythey are delivered via a TMS , see https://en.wikipedia.org/wiki/Tile_Map_Service for details, you can display them inside Osmand, too.
You have to enable the online maps plugin before in Osmand settings.

You can also create a cache of tiles for this purpose, maybe also a
