Avoid highways does not work

OSMAND+ 3.3.8

Android 6.0

Samsung Galaxy S5

Although the function "Avoid highways" was turned on, the calculated route was via highways. I tested it on two different smartphones.

For the "highway" part of the route, was the part that you consider a
highway labeled as a highway in OSM?

In the case that the OSM data does not label the part you consider to
be a highway as a highway, then OSMAnd would never have the data it
needs to avoid that road.

The concerned parts are all labeled highway=motorway.

Then something seems not right with either the OSMAnd map data or with
OSMAnd.

Note that "avoid motorway" worked for a short (~9 mile) route for me
just now as a test. So the problem may be in the particular OSM map
data file.

I found the fault. I detected that the setting 'fuel-efficient route' oversteers the 'avoid highway'.
