Considering putting the TriMet Transit District Boundary in OSM - thoughts?

Hello all, 

I'm thinking of putting the TriMet Transit District Boundary (https://trimet.org/pdfs/taxinfo/trimetdistrictboundary.pdf) in OSM. It is an administrative boundary, but perhaps not of a type that is traditionally included in OSM. I am mostly interested in doing this because it would make it convenient to write overpass queries for our district  in the form of "area[name="Troisdorf"];way(area)[highway][name];out;)".

What is your opinion? Does this boundary belong in OSM? I could see a case being made either way. Also, please let me know if you think I should pose the question one of the national lists.

In general, boundaries in OSM are a hotly-contested issue so posting it to talk-us or similar is probably just going to get a bunch of argument and little resolution.

I’m kind of indifferent to the issue, personally. I understand the arguments on both sides, and for something like this where someone has a vested interest in maintaining it, I don’t have a problem with it.

The biggest problem in my mind would be how to tag it meaningfully. Do you know of other examples of someone doing it?

I don't recall any discussions about public transit districts, but for things like school district boundaries or pizza delivery boundaries, the consensus is that these don't belong in OSM.

Some people argue that boundaries or any kind don't belong in OSM because they are hard to verify.  However, a map drawn without any boundaries would look very strange.  It's also useful for people to know which country/state/city they are in.  There are also often signs posted near the boundaries of cities and states.

I'd lean toward not including the TriMet Transit District Boundary in OSM.
