(Using BRouter-1.5.5 version=1.1 via Brouter-web site, profile "trekking bike Original)

I discovered that Brouter routed me through this foot-cycle-way under construction:
These are the tags

bicycle=designated
construction=path
foot=designated
highway=construction
lit=yes
name=Via Cesare Cremonino
oneway=no
segregated=no
sidewalk=both
smoothness=good
surface=asphalt

I spot-checked that  "construction=residential" is correctly avoided, but "construction=cycleway" and "construction=path" are not recognised and avoided.
In my view Brouter should never route through highway=construction of any kind.

I remember BRouter users complaining in past about the exact opposite, when routing through highway=construction  was not allowed :-).

As due inconsistent and improper tag usage such ways are often perfectly passable, as it was just space limited a/o temporary repair.

Also, it is often not a total closure, but pedestrian can pass and length is limited.
If you are in long distance travelling mode, you rather go 200m on feet than going along 5 km long bypass.

Optimal routing is often a trade off between effective false positives and false negatives.

I would say high penalty but not forbiding it.

Well, here it says bicycle=designated, so there's not much room for interpretation: explicit access tagging always overrules a default access assumption. Wenn tagging bicycle=no foot=no or just access=no there will be no access.

What's indeed a difficult question is the default assumption, and there are complains about BRouter's optimistic approach, but I guess the pessimistic approach would get no better score.

This is a tricky one. Brouter (trekking bike) just sent me across a foot-cycle bridge under construction. No way to cross it, the actual bridge bit was still missing.

I also encountered the opposite: a rickety foot bridge over a wild mountain stream. Officially closed, but physically open for the fearless.

Assumptions about what you can do in real life are tricky.
