Routing via closed tracks

Hello.
I have often noticed that brouter routes via closed tracks. Here is an example:
https://brouter.de/brouter-web/#map=18/52.02336/7.68943/standard&lonlats=7.686224,52.024118;7.689459,52.022716&profile=shortest&alternativeidx=1
Is this intentional or a bug? I suspect the second. Could there maybe be a bugfix? That would be really great.
