Penalize concrete/sidewalks in profile?

I'd like to customize my profile so that surface=concrete or footway=sidewalk is considered inferior to footway=none surface=asphalt. Could someone point me in the right direction on how to do that? An example profile that does something similar would probably be sufficient.
