RTEMS CVS Server shut down.

Hello,

The CVS server access on rtems.org has been shut down. The shut down
avoids the messy case of users accessing RTEMS via CVS rather than git
and not seeing the correct version of RTEMS and missing out on important
bug fixes or changes. The service not being present will encourage them
to look on the web site and to see the documented change to git.
