I checked your website and I found a lot of helpful information but I would like to find out more on the following:

1.)    How do I get access to it?

2.)    Is it also available for mobile data collection

3.)    Cost of use

  You can download the source code or windows binaries for the latest version from:

http://code.google.com/p/oscats/downloads/list

  OSCATS is currently geared toward CAT simulation, so it would take a fair amount of work to integrate it into a live CAT administration system.  There is no built-in support for mobile data collection.

  OSCATS is released under the GPL, so it is free to use, but if you distribute any software based on OSCATS, you must make the source code for your software available at no additional cost.
