OpenConferenceWare: Added a new group, shipping stable releases, logging changes

OpenConferenceWare has grown up a lot since the codebase that I started
in late 2007 for supporting Ignite Portland. It's now supporting Open
Source Bridge, Linux Plumbers Conference and hopefully more conferences
and events in the future. I also want it to get back to it's
OpenProposals roots and be able to support Ignite-like events again,
rather than managing two forks of common codebase.

I'll still send Bridge related updates to this list, but for nitty
gritty, the new list will be more appropriate.

I've also begun publishing a "stable" branch which has a reference to
the latest stable release. I'm also providing tags that identify a
specific release based on timestamp, e.g. "r20090416T1034". I've also
begun to populate the CHANGES.txt file to describe releases.
