Issue with OSATE Runtime Failing to Recognize Exported Behavior Annex JAR File

I attempted to use the OSATE development environment (Setting up an OSATE development environment — OSATE 2.15.0 documentation) to develop the OSATE source code and export a behavior annex JAR file via Export → Plug-in Development → Deployable plug-ins and fragments. Subsequently, I placed the exported JAR file (org.osate.ba_7.0.0.XXXX.jar, org.osate.ba.edit_7.0.0.XXXX.jar and org.osate.ba.contrib_1.0.7.XXXX.jar, XXXX represents the date.) into the plugins directory of the local OSATE runtime environment to replace the original behavior annex JAR file. However, I encountered the following issue: the local OSATE runtime environment failed to recognize the exported behavior annex JAR file.

Note: The version of the OSATE development environment used is Eclipse IDE for Java Developers 2023-12, and the version of the local OSATE runtime environment is OSATE 2.13.
