The best way to learn English

From what I have seen, at our current level of learning technology
there isn't one best way for everyone, some people learn better at
some ways than others.
Some good ways I've seen/heard of include:

Repeititive listening, eg. get as many Margaret Thatcher speeches as
you can and continually listen to them until they make sense.

Constantly spending time with people speaking the language you want to
learn. This isn't so easy to do if you are in Japan and want to speak
English, however at least a few nights a week there may be some
international language groups you could join if you are in the city.

Read. Read a lot of textbooks of the language you want to learn, at
least this will improve your grammar, and vocabulary, however without
practice, your pronunciation and fluency, may struggle.

What other ways to you suggest?
